Changes Take Effect Today for Visa Waiver Program

New limitations kicked in today, July 1 on the Homeland Security Department's (DHS) ability to expand a program that allows citizens of certain countries to come to the United States without obtaining a visa. There are now 35 countries participating in the Visa Waiver Program.

CAP & TRADE UPDATE: GHG Standard for Aircraft Dropped in Revised Legislation

The House Climate Change legislation continues on a fast track through the House of Representatives, with a possible voting on the bill coming before the end of the week. In an apparent concession to industry, a revised bill released last night omits a requirement to set new greenhouse-gas emission standards for aircraft. It still includes new emission standards for motor vehicles and off-road equipment. HAI is closely tracking this legislation and will have updates as soon as more detailed information is available on the probably outcome of the bill by week’s end.

GA Security Update: DHS Report Says GA Not a Threat

The Department of Homeland Security’s Office of Inspector General (IG) has released a report on “TSA’s Role in General Aviation Security” that concludes: “We determined that general aviation presents only limited and mostly hypothetical threats to security.”  The report notes that while the TSA’s Office of Intelligence (OI) “has identified several organizations that have shown an interest in using GA to obtain flight training or to launch attacks…it has concluded that most GA aircraft are too light to inflict significant damage, and has not identified specific imminent threats from GA aircraft.

The oil and gas leases that were auctioned near the end of the Bush administration and then blocked by President Obama’s Interior Department, may be reinstated as the Administration reconsiders more than a third of the 77 oil and gas drilling leases. While an Interior Department report released this week criticized the process in which the leases were auctioned in the final days of the Bush administration, it also opened the door for the department to reinstate or re-auction 30 leases on parcels that lie in existing oil and gas development areas or are “not near particularly sensitive landscapes.”
